[Excel 2010] Value Filter in Pivot Table/Chart Not Working

I am designing a report that will be run monthly to track sales rep performance w/r/t quota. I want one of my charts to disregard any reps who have 0 quota for the month in question.

I have a good pivot table that displays the data properly, but when I try to use a value filter on one of the quota fields, nothing happens. It's not that the value filter is grayed out or unavailable. In the pivot table field list I can bring up the value filter menu and tell it to filter values that do not equal zero. However, when I click okay, nothing happens.

I tried some other tests and nothing happens when I put in ANY value filter. <>0, =0, >0, =100, <1000, anything. It lets me put in the criteria, but never changes the pivot table or the chart.

There is a label filter on the axis field (the sales rep name) and that works fine.

I have tried this with automatic calculation both turned on and turned off.

Any help is greatly appreciated.
