Excel 2011 - Change Default Formats of "Number" selections in Tool Bar

In the toolbar there's a section titled "Number" which allows you to change cell formats with selections named General, Number, Accounting, Date, Time, etc. I want to permanently change some of their default formats.

For instance, currently when I select Number the default is -4000.00. I want to PERMANENTLY change its default to (4,000.00). How do I do this?

Given that you create a blank sheet named "Number_Format" and saved it as an xltx file in User/Library/Application Support/Microsoft/Office/User Templates/My templates.
When you would like to open a new file, press "Shift" + "Command" + "P" and "Return".
Or,
place this file in Macintosh HD/Applications/Microsoft Office 2011/Office/Startup/Excel
then when you open a new file, "Number_Format" should be next to Excel Workbook in your excel Workbook Gallery.

No. I want to change the toolbar settings, not a worksheet.

oh, I see, sorry no solution from me on this one, I have no idea if such is doable with v14.
