Excel 2013: Protected Sheet / locked cells

I want to lock the worksheet and leave a handful of cells unlocked. Here's what I did...

Highlighted the columns I want to leave unlocked (D6:D14, M6:M14, Q6:Q14)
Go to Review
Click Protect Sheet
Check the top box (Protect Worksheet and contents of locked cells)
check only allow users to select unlocked cells
click ok


Groups D6:D14 and M6:M14 are unlocked and work as expected.
However Q6:Q14 is locked as if I did not select them.


I'm stumped.

Press Ctrl+` to show all formulas. Press it again to toggle back to numbers. The grave accent is often under the tilde on US keyboards.
Unprotect the sheet. Right click M6. Format cells. On protection tab check if locked is still checked.
