Excel 365 - Formula not working correctly

Hi Group

I have several files of the same workbook. In this workbook there are a few volatile formula in (i.e. B4 =IF(F4<>"",IF(B4<>"",B4,NOW()),"") ). this looks for an input at F4 then should run the "NOW" bit. Once done is should not change.
the file looks like this:

as you can see, one issue I have is the "NOW" formula is not working as intended when forced or the whole formula is not responding. I have checked ALL "Auto Calc" options and nothing is working.
the Ctrl+F find "=" and replace with "=" does force the formula to work, but returns 00/01/00.

This formula is repeated in C-E with D + E referencing column V not F

The puzzling thing is formulas in other cells are functioning perfectly (i.e. Column G).


The purpose of this formula is to date and time stamp entries on to this shared sheet (even when private it is not working).

Any help would be most welcomed!
 

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
