Excel asking to save file with non-existent changes

Some of my files are fine, while some keep asking the annoying pop-up if I want to save the file even if I didnt change anything.

I dont have a 'NOW' or 'TODAY' function in the file. And I dont want to include a macro or VBA in the file as I distribute the file.

Excel Facts

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
There could be other functions causing it.
Other volatile functions like Offset, Cell, and Indirect will cause that as well.

I actually have no calculation in file other than hyperlinks between tabs
