Excel Can't Find Project or Library

I have an xlsm file that has gotten corrupted. Google says to go to VBA editor -> Tools -> References and fix the missing reference. That would be fine except References doesn't open. Another symptom: when I double-click on a module, it doesn't open. Any suggestions?
