Excel - count cells by worksheet and color

I refer to my previous enquiry at: counting cells based on colours within another worksheet

I have 2 main functions I am trying to meet:
1. The type of enquiry
2. the location of the enquirer

The type of enquiry I will use colored tabs to identify them (Assistance = red, unassigned = blue, other = green etc).

I have worked out separate functions for each but don't know how to combine them.

I can count the cell colors based on the guidance from How to count and sum cells by color in Excel

I can count the location based on SumProduct+CountIf formulas.

I am unable to fix it so it counts the number of cells of a particular color AND appears in a particular location.

Can anyone provide any guidance on how to combine these functions?

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
