Excel.dll not registered

I have an XLSM that has been running fine for a couple of years. Suddenly it fails on:

VBA Code:
Excel.Application.ThisWorkbook.RefreshAll

After running Office 2010 Repair without success and several other attempts to isolate the problem, I tried creating a new workbook with only the following code in ThisWorkbook:

Private Sub Workbook_Activate()
    Excel.Application.ThisWorkbook.RefreshAll
End Sub

and it runs fine which leads me to believe that the problem is in my original XLSM workbook.
I need help to get my original workbook to register Excel.dll properly.
Any ideas?
