Open it and re-save it as an Excel file (you may need to do some re-formatting first).
Make sure the "File Save-As" type is an Excel workbook option and not a text one.
As I tell people, file extension can be helpful in indicating what format the file should (might) be, but you can give any file any file extension, and it will not change the nature of the file.
I have had co-workers think that they could convert Excel files to text files simply by going in to Windows Explorer and re-naming the the file from a ".xls" extension to a ".txt" extension. Simply changing the file extension does not change the nature of the file!
