Excel Format Problem

My excel if formula will work in a blank excel sheet but will not work in the excel file from the data dump. I have converted text cells to general but it still will not work. When I open the file it says the file you are trying to open is in a different format than specified by the file extension, which is shown as xlsx. Any ideas?

Did you try saving the file as xlsm, or xls etc?

Yes, it's saved as xlsx and it still does it. Part of the formula contains cells labeled as text, but I have changed them to general and also tried number.
