Is there a formulas which will look at a number of cells and return a value which relates to whether the values are increasing or decreasing at that point in time? Thanks.

How to create a cell-sized chart?
Tiny charts, called Sparklines, were added to Excel 2010. Look for Sparklines on the Insert tab.
Look at the 'LINEST' function.

You can get the slope of a series of points from there ( you might want to also check out the 'INDEX' function to get the parameters of LINEST ).
