Excel formula to calculate % and one to average if another cell contains a number

If y4 contains a number I need z4 to calculate y4/m4 in percentage.
I also need cb4 to average cells z4-ca4 that contain a %

This would be the basis of your formula...
Z4=if(isnumber(y4),y4/m4,"")
cb4=if(isnumber(y4),average(z4:ca4))

I also need cb4 to average cells z4-ca4 that contain a %
what else could that range contain?

cb4=if(isnumber(y4),averageif((z4:ca4,"<1",z4:ca4))

Try this
=IF(Y4>0,Y4/M4,"")

and for both to show percentage follow the steps:
right click on the cell > then Format cell.. > Percentage > click ok
