Excel IF Formula with multiple criteria

Date Due Date Submitted Status
3/1/2013 3/2/2013 No Impact
3/1/2013 2/28/2013 Complete

I need help with an excel if formula that says If Status = No Impact or Complete and Date Submitted is = to or before Date Submitted "no", if not "yes".
