Excel Macro/Formula based on time notification

Column A: (Ratio) 2, 5, 10, 1, 3, 4 .........
Column B: Ratio > 5 than Fair

Need Help, Column C: If there is two times ratio greater than 5 in Column B with in 20 days than Generate signal.


-I want macro or formula, which notifies/signals in column C when ratio goes over 5, three times within 20 days in column B

Any Help is appreciated....Please Help.
