Excel or Google sheets best application?

Hey everyone. I'm curious if what I'm looking for can be done in google sheet? If not if someone can confirm if excel would be the best solution for this?

I need a sheet that looks like this 2020-02-10_1813 Function of sheet is to show how many price violations online retailers have.

Each section represents price violation 2020-02-10_1744 number of red boxes represents how many times retailer contacted before they corrected the price.

When click on violation section, popup will appear with information about the price violation and section on bottom to edit number of attempts and if corrected yet or not 2020-02-10_1816

Number left of Seller name represents number of violations (Not accurately shown in example)

When click on empty cell in Seller row, same popup will appear for user to enter new violation information 2020-02-10_1818
