Excel password protected file on Windows 10

Dear Experts,

We have noticed that Excel is behaving differently on Windows 10 machines with respect to password protected files.

Previously if someone opens a password protected excel file, no one else was able to open the excel file (with the password) while its open. But now with Windows 10, whoever has the password can open the files and modify the file even if the file is already opened by someone. Only when saving the file, the second user would get the message that another user is editing and if he/she would like to discard the changes. We are using Microsoft Office 365 ProPlus. How to address this?

Please clarify, how did you share the file?
Are you using twice the same account on two different computers accessed by two users? ( one licence 5 computers.)
Or are you using two different accounts?

Hi, each individual user is using his/her AD account from their respective machines. Each user has only one machine. Thanks.

Sorry I meant the Microsoft license of your 365 Pro+, are these separate or the same license?

No problem at all, please do the following:
Open Excel
Click File
On the bottom left click on Account
Below Product information look at
Belongs to:
1.jpg

Now look at the other units and verify if "Belongs to:" refers to the same email.
Also if you have the credentials:
Click on Manage Account
Enter your credentials
Click on View apps & devices

Now click on DEVICES

This will show you the number of computers using the same license.
Here as an example this license is installed on 5 computers.

If you have an IT department, ask the admin to access their Microsoft 365 admin center.
Go to users, locate the address that was mentioned in "Belong to."
Double click to bring the details in a popup window on the right of your browser.

Click on Office installs Edit
And verify the number of installation.
Here per example this license is used on two computers.
