Excel Pivots/Matrix

Is it possible to produce a matrix of sorts in Excel where the data in the middle is text and not a count or a sum or some other numeric data? We would like to have a pay grade on the left side and job functions on the top and in the middle list the job codes where the two categories intersect. A catch is that it will be possible for more than one job code to share the same grade and function so two or more jobcodes would need to share the same cell.
