excel question on

How do ask for a number to assigned only if there is a quantity in a certain column and the next number to be in sequence even if the next quantity is half way down the list? Ex. In row H1 there is a quantity and the assigned number is 1000, the next number is in row H15 but I need the next assigned number to be 1001... Help!
