Excel spreadsheet Formula & Linkage between sheets

Thanks to the 3 individuals responding to my question last week concerning moving the date forward to the first of the month.
I have two additional issues:
1) Why does this formula not work:
=if(A="N/A" & B<>"N/A","ERROR","OK")

2) I have linked several sheets in one spreadsheet. When I sort the primary sheet, the linked sheets will adjust correctly, but the cell references within the primary sheet do not --- which causes major problems.
This is a result of one such formula: =IF(K7=52,MRP52!E2,MRP12!E2)
It should read =IF(K2=52,MRP52!E2,MRP12!E2)
The issue is the reference to cell K2, it changes to K7. Any idea ??

Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
Try

=IF(AND(A1="N/A", B1<>"N/A"),"ERROR","OK")

but are you really looking for "N/A" or the error value #N/A?
