ActiveBatch is a program (http://www.advsyscon.com/products/activebatch/job_scheduling.asp) that sits on both the server and your local machine. Once installed on your local machine, you can set a reference to it, invoke an instance, and then pass a SAS job to the server through it. I don't know much about the server set up, that was in place before I started. If you'd like, I can post the relevant activebatch code that I use.
ActiveBatch is a standalone product, so you'd have to purchase it. Depending on your structure, you can connect to the server where your SAS is located. I haven't tested that much because of our corporate server structure (and being required to use ActiveBatch). Here's the code:
