Exporting from Excel to Adobe PDF with Comments

It used to work and now it does not.

I am trying to have my Excel Comments show up on a PDF when the mouse is hovered over the word(s).

I tried Googling it, but all I find is others with the same problem and no solution; and I could not find the question on this forum. I hesitated to post it here, because it may very well be an issue on the Adobe side; so no hard feelings if I need to take this down. I have learned so much over the last decade from so many of you, thank you in advance either way.
