Extra Quotation Mark in Concatenate Formula

Hey guys, I'm trying to create a CONCATENATE formula where a discount is getting input in my sentence, like;

=CONCATENATE("REDUCTION OF ",L16*100,"%"" TAKEN TO REFLECT")

L16 is any range from 1% to 15%. My next cell horizontally is something like 'special discount'

The problem is that my text is coming up as: REDUCTION OF 5%" TAKEN TO REFLECT

How to I remove the extra quotation mark so it does not show up in my cell? Any help would be greatly appreciated! Thanks
