F4 question $$$$$

People in my office use the F4 key to lock the range. One user's F4 key does not seem to be working.I don't know if his keyboard is broken or there is a way to disable/enable th function keys

have you observed this person using the F4 function??? Perhaps they aren't using it in edit.
