Failure of "Open Files at Startup"

For years I have successfully used the advanced option "At startup, open all files in:" feature to open key files each time I open Excel. However, approximately 2 months ago this feature failed, despite the same files sitting in the same location and with the same settings.

Please can anyone explain or offer a solution?
