File limit on creating an excel pivot table from access

My Access file contains 1.8 million lines of data. When I try to create a pivot table in Excel with this information it loads the information to 280k lines and then comes up with an application error.

Is this because my computer does not have enough RAM to run this report or because Excel cannot accomidate the access file (I know excel only has 64k lines per worksheet but I am curious because it pulled up to 280k lines)?
