Fill down columns based on a number

If I have 3 values for person 1 on sheet1 I need it to fill down a column on sheet2 with 3 rows.

so if sheet1 says:

wanda 1, 3, 8 (I have a COUNT() formula working to take the number of cells with numbers so for this person it is 3.


Sheet2 has to say:

wanda
wanda
wanda in a1, a2 and a3 respectively. How do I make it fill down X rows for COUNT() = X?
