Filter Function on excel

To whom who can help,

I created a blank ordering table, complete with item, description, unit of measure and quantity (blank).

To avoid unnecessary revisions, i protected the sheet. But looking at it, not all items will be ordered, therefore, it should be filtered. putting the FILTER drop down list, it is not working unless I unprotect the work sheet.

when i hover over the drop down icon (protected mode) it shows only the hand icon.

I had a similar ordering form, which was created by my previous employee, and it works fine, (blanks can be filtered even in protect mode)

what am i doing incorrect on this? please help.
