filter multiple rows

I have an excel sheet that shows the client data on one row and their corresponding targets on the next row down. Is there a way to link the two rows together so I could use the filter function (on a column) without losing data integrity?

Copy formula down without changing references
If you have =SUM(F2:F49) in F50; type Alt+' in F51 to copy =SUM(F2:F49) to F51, leaving the formula in edit mode. Change SUM to COUNT.
Have a column in front of it all that includes the formula:

Code:
=IF(B2="Target",B1,B2)

And copy it down. Then you can filter on that.
