Find a numeric digit on a stored as text cell

Hi there,
I am trying to find a number within a cell that it is stored as text without converting the cell format to numeric.
I need a formula to check if the first character of the stored as text field is 8 and if so to give me Yes/No result. Many thanks in advance

Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
