Finding the minimum value from a subset of numbers

I want to find the minimum number of a group of numbers that meets a specific criterion. For example, if I have 100 rows and two columns, with Column A having four variables (such as location) and Column B being a value, I want to find the minimum number for a particular location.

In other words, I want a MINIF statement.

Any suggestions?
