Float Chart on a spreadsheet

I’ve created an Excel workbook that tracks blood pressures and heart rate. The table progresses down the sheet allowing for consecutive entries. Then, I have included a column chart for a visual reference. Though I couldn’t show it here, the chart actually is positioned with the upper left of the chart in the cell directly adjacent to the ‘Heart’ label.

(Tried to include a screen shot but didn't work)

I would like to do 2 things, first limit the chart visibility to 14 days, and be able to scroll through the full data. Second, keep the chart in the same position on the screen yet have the table scroll up as new data is entered.
Is any of this possible?
