Excel Facts

Why are there 1,048,576 rows in Excel?
The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.
What are you actually doing: drawing a flowchart on a sheet of paper, writing formulae to go in worksheet cells, or designing VBA code?

If you have many sequential multiple-choice questions, then the logic will inevitably be quite lengthy. A flowchart may not be the best design tool - perhaps a decision tree would be better.
