Format Cells 0.0% for < 1, 0% for >1

I am trying to do simple Format of cells to have it display one digit beyond the decimal for numbers that are smaller than 1, and then no decimal for >1.

So it should return:

0.2% or 0.5%
and 1%, 5%, 10%

[>=1]±#%;±0.0%;"" doesn't work.

Suggestions?

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
Thank you very much, it does work!
I originally had it as "%" and converted to %, yet my format didn't take this in account, nor did I define the two conditionals--only the one and assumed the other would be "understood" by excel.
