format option

I have locked the worksheet, however the clear button is still showing. How can I get rid of it so no one can use that function.
I'm trying to eliminate as much formatting so all someone can do is enter data and not mess up the sheet.

Can a formula spear through sheets?
Use =SUM(January:December!E7) to sum E7 on all of the sheets from January through December
If you are adding sheet protection via VBA, then you'd use the below code to not allow formatting. Otherwise, when manually protecting, ensure the formatting options are not ticked (see image).

those boxes are not ticked, but my guys are still able to clear the format
