Formatting based a on a condition only once

Hey there,

I hope this one has a simple answer...

I have five columns (A-E). Column A has a list properties. Columns B through E shows each property's occupancy by quarter (ie column B is Q4, C is Q3, D is Q2, and E is Q1). At some point during the year, some occupancy rates fall below 90%. I need to highlight the first and only the first occurence of this (ie if occupancy for one property falls below 90% in Q2 and remains that way for the rest of the year, only the cell in the Q2 column should be highlighted). I know I can do it manually, but I have been told by my boss that auditors need to see some sort of automation. Is there a way through conditional formatting or some formula that this can be done.

If A2:A50000 contain data. Enter a formula in B2. Select B2. Double-click the Fill Handle and Excel will shoot the formula down to B50000.
If it was below 90% for one quarter, above the next and then below again, would you need it highlighted again?
