Formatting Leading Zeros from text output

I have a program that exports numbers with and without leading zeros using an apostrophe to define it as text (ie, '97531 or '099775269)
The numbers are not standard, there is no defined character count and the first digit can be a zero or any other number.
I'm looking to merge 2 data sets... via lookup or other...
1 set will be as described above with the apostrophe and the other is a cell formatted as text.
How do I write a macro that will remove the apostrophe but not drop the leading zero on the 1st data set so the lookup can be accomplished.
Only using excel.
