Formatting less than 280000

Is there a way to code where it formats the cells that are less than a number to (General, or Custom)?

NeonRedSharpie is right about conditional formatting

You could also use a custom number format like [<=280000]$#,###.00;[>280000]#,###

This formats values less than 280000 a certain way and those greater in a certain way too
