Forms: Text Box displayed text varies in size

I have a number of forms with similar text boxes. The height property is set at 18. Special Effect is "sunken". The font is Tahoma, regular, font size 9. Autosize is false.

When the text boxes are displayed, the size of the displayed font varies, with only a minority displaying the full size; the rest display slightly smaller. I have experimented with the height from 15 to 20 and it does not seem to have a direct effect. Similarly I thought it might be some sort of border effect, textbox to close to another or to the edge of a frame but again I don't think that that is causing it.

Have you come across this behaviour and if so do you have any suggestions?
