Formula error?

I seem to be getting an error when I type into a cell a 5 digit number.

I have set a spread sheet up to refer to cell C2, ( which will always be a 5 digit number, however some of the numbers entered begin with a 0 ie; 07152
This is causing an issue in that the reffered cell with has a VLOOKUP code in it will not recognise it unless it is formatted to be TEXT. this creates a problem if the number entered does not start with a 0 then it will not recognise it.

I have tried formatting the cell as a custom "00000", text, general but the same issue keeps happening.

Your thoughts would be appreciated.
