Formula for increasing needed license counts

We need to aa formula to maintain a certain level of licenses, 5 on hand at all times. The formula involves only 2 cells. When the value of a cell falls below 5 increase the next cell by 1 or which ever number is needed to get it to 5. Hope this makes since.

Example: Each row is a separate example.

05If 0, increase by 5
