Formula for not blank in one column and number in another column

I want a formula that will look across the range below and tell me how many cells have a 1 in Col B but DO NOT have any text in Col A if Col B is 1. In the Data Range below, the formula result would be 1. I thought about something like this: COUNTIF(A2:B13,"AND(ISBLANK(A2:A13),A2:A13=1)") but this does not work however I think it conveys what I want.

Any ideas?

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
How about
=COUNTIFS(B:B,1,A:A,"")
