formula for referencing different workpage

I am trying to reference a tab (workbook) to set up conditional value on a different tab. Below is the formulae i have written, whats wrong

=IF(1/4/2011)>'Risk Log'!C3,'Risk Log'!B3


I want the value from "Risk Log" B3 to be displayed if value of C3 Risk Log is equal or greater than 1/4/2011. Can someone please help. It is urgent.
