formula for round then multiply AND formula for if number is bigger than x, multiply by

I need two formulas.
1) I have applied ROUND to a cell. I then want to multiply the rounded value by another cell. Currently, it multiplies by the actual number, not the rounded value. How do I multiply the rounded value?
2) I want a formula for if the number in this cell is greater than x, multiply by a, if the cell is less than x, multiply by b.

For the first formula example,
Cell B2 is rounded up, B3 is multiplier, B4 contains formula to multiply B2 x B3. I want to multiply the rounded up value, not the actual cell value from B2.

For the second formula example,
Cell C2 is number, in C3 I want a formula, if C2 is less than x, multiply by "a," or if C2 is greater than x, multiply by "b."
