Formula Help

In cell C3:C23 there are dollar amount to be paid and in E3:E23 there is the date when it is paid. What I want to do is put in a formula that would total up all dollar amounts in Column C and when I pay them it would subtract the amounts that have been paid based up a date being in coulmn E. Any help would be appreciated.
