Can anyone see whats wrong with this?
Everytime I run my code I get

Application-defined or Object-defined error

Code:
strformula = "=IF(SUM(A" & lngTargetSheetRow & ")>0,(LOOKUP(A" & lngTargetSheetRow & ",'" & m_SOURCE_SHEET_NAME & "'!B3:B24,'" & m_SOURCE_SHEET_NAME & "'!C3:C24)),"")"

                Sheets(m_TARGET_SHEET_NAME).Cells(lngTargetSheetRow, "B").Formula = strformula

Any ideas?

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
You need to double up the quotes for your null string:

Code:
strformula = "=IF(SUM(A" & lngTargetSheetRow & ")>0,(LOOKUP(A" & lngTargetSheetRow & ",'" & m_SOURCE_SHEET_NAME & "'!B3:B24,'" & m_SOURCE_SHEET_NAME & "'!C3:C24)),"""")"
