Formula needed -- 2nd Business Day of month

Hello - looking for a formula to give me 2nd business day minus 1 of the current month. I have this that worked last month but didnt work this month

=TEXT(EOMONTH(TODAY(),-1)+1,"YYYYMMDD")

How about

=TEXT(WORKDAY(EOMONTH(TODAY(),-1),1),"YYYYMMDD")
