Formula not pointing out duplicates

Hi

I have this workbook that is supposed to check entries against each other. Is seems to be doing it ok but it getting confusing when there are duplicated entries.

Looking at the attached workbook you will see there are 2 entries in tab called TABLEAU and 1 entry in tab called WATFORD. What this means that there is a duplicated entry in the tab called TABLEAU BUT it is showing it as OK but it is duplicated.

The same in the other way as in tab called WATFORD there are 2 entries and 1 in tab called TABLEAU and again are duplicated.

For it to be a match OK the number of same entries must be the same on sheet tableau & watford OR watford & prevrec. I.E if there are 2 entries the same in both sheets then thats OK but if one of the sheets has 1 entry and other has 2 then I need 1 marked OK and other marked as DUPLICATE.
