Column A has MAX_RANGE values and col B has Quantity

Depending on the table shown below, I need to calculate Rating for all col A,col B values.

IF Quantity value lies in the a particular MIN-MAX range (depending on its MAX_RANGE value), then return the corresponding rating.

For Eg

Col A : Col B : col C
MAX_RANGE : Quantity : Rating
1 : 3 : 2
1 : 5 : 3
2 : 1 : 1
2 : 8 : 3
1 : 0 : 0

not sure how to implement this in one single formula?
experts please help!
