formula to count less than and list lowest result

how do I create a formula that count how many results in f1011:y1011 are less than 4?
and another formula that returns the lowest value in f1011:y1011

"...that returns the lowest value in f1011:y1011"

review the excel help file for countif() and min(), try them out, post back if you can't get it sorted.
