Formula to figure out how many should I add to achieve the required %

Hi,

I know I may sound weird but suddenly my brain stopped and couldn't figure out the math :P. I have below table and what I need to achieve is, how many person should I add to achieve the % goal? I don't want to use solver, I need a formula.

Excel Facts

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
in Cell D3 =ROUNDUP(C2*A2,0) (obviously will not like the > sign in Cell C9 - is it there on purpose?)

Thank you for your input, when I tried your formula, it didn't achieve the required %. The formula should consider the current count which is the count in column B, I added column C to clarify more. Is there any other formula? As for C9, it's there on purpose so the goal should anything less than 50%

With your >50%, I would amend to a specific value e.g. 50% or 51% - all the other goals in the other rows are minimum amounts so there is an implied >=.
If the value in Column B was only a percentage amount (I don't like two separate data items in one cell) then formula in E3 =IF(C4>=E4,0,ROUNDUP(E4*A4,0)-D4)
Otherwise, amend formula in E3 to =ROUNDUP(D3*A3,0)-C3.
